APPROVED MINUTES
August 10, 2020
The regular meeting of the East Central Solid Waste Commission was held on August 10, 2020 at the Commission Offices, Mora MN. Chairman Greene called the meeting to order at 9:00 a.m.
Members present at the meeting included: Chisago County Commissioner Richard Greene, Isanti County Commissioner Dave Oslund, Kanabec County Commissioner Dennis McNally, Mille Lacs County Commissioner Phil Peterson and Pine County Commissioner Steven Hallan.
Advisory Member Present – Executive Director Janelle Troupe.
Others also present included: Gerrald Nohner of ECSWC, Bruce Rehwaldt of Foth Companies and Gene Kramer of Arthur Township.
PLEDGE OF ALLEGIANCE
All present said the Pledge of Allegiance.
AGENDA APPROVAL
Director Troupe added 1). National Drilling – 2 Monitoring Wells 2). Wilkens Offer for Second Trailer 3). Boiler for Cambridge Maintenance
Commissioner Peterson moved to approve the Agenda with additions, second by Commissioner McNally, all in favor, motion carried (5-0).
MEETING MINUTES FOR BOARD MEETING July 13, 2020
Commissioner Oslund moved to approve the Meeting Minutes July 13, 2020 second by Commissioner Peterson, all in favor, motion carried (5-0).
CLAIMS
Commissioner McNally moved to approve the Claims List, Paid Claims List, and the Additional Claims List, second by Commissioner Hallan. Commissioner McNally commented he is not in favor of using First State Tire for recycling. Director Troupe commented that we are the entity that is responsible for recycling tires so we need to find something to do with them. I am very hesitant to take in recycling until I know where we are going to take them. Director Troupe will do some research on Liberty Tire and Tire Aggregate. All in favor of paying the Claims List 9 items, ($274,106.14), the Paid Claims List 5 items, ($50,764.85), Hauler Rebate List 27 items, (153,258.70) and the Additional Claims 8 items ($198,922.67),VISA 18 items ($2,221.91) and Payroll Account 9 items ($112,307.91).
PUBLIC COMMENT
There were no public comments.
JUNE 2020 FINANCIAL STATEMENT
Director Troupe reported for the month ended June 30, 2020 ECSWC realized a net income on an accrual basis of $214,229. On a cash flow basis for the month of June there is an increase in cash of $222.239. Un-obligated cash less upcoming cash outlays at the end of the month was $3,923,130. Tonnage is up 126 tons from 2019.
Commissioner Hallan moved to approve the June 2020 Financial Statement, second by Commissioner Oslund, all in favor, motion carried (5-0).
EXECUTIVE DIRECTOR REPORT
Perimeter Fence
The fence that was leaning at East Central Sanitary Landfill has been braced back up.
Capital Purchases
The excavator was delivered August 6th and the new walking floor trailer is ready for pick up. Wilkens has offered a $1,500 deduct if we purchase a second trailer within 60 days.
Covid-19
The COVID-19 Preparedness Plan was revised and sent out to staff. The Board suggested submitting costs for Cares Act to Pine, Kanabec, and Isanti County.
National Drilling – Two monitoring wells are being installed next Wednesday at a cost of $15,625. This was not in the 2020 budget.
Boiler for Cambridge
Two proposals were received with the low quote being Trade Winds out of Isanti at a cost of $6,357. Commissioner Hallan moved to go with low proposal of Trade Winds, second by Commissioner Peterson, all in favor, motion carried.
SEPTEMBER MEETING DATE
The September Meeting is scheduled for Monday, September 14, 2020 at 9:00 a.m. at the Commission Offices, located at 1756 180th Ave Mora MN 55051
ADJOURNMENT
Chairman Greene asked for a motion to adjourn at 9:35 AM, Commissioner Peterson moved to adjourn the meeting, second by Commissioner Oslund, all in favor, motion carried (5-0).
