The regular meeting of the East Central Solid Waste Commission was held on December 14,2020 at Kanabec County Jail Meeting Room. Chairman Greene called the meeting to order at 9:00 a.m.
Members present at the meeting included: Chisago County Commissioner Richard Greene, Isanti County Commissioner Dave Oslund, Kanabec County Commissioner Dennis McNally, Mille Lacs County Commissioner Phil Peterson and Pine County Commissioner Steven Hallan.
Advisory Member Present – Executive Director Janelle Troupe.
Others also present included: Bruce Rehwaldt of Foth Companies, Lisa Thibodeau, Chisago County Environmental Services.
Chairman Greene called the meeting to order at 9:00 AM.
PLEDGE OF ALLEGIANCE
All present said the Pledge of Allegiance.
AGENDA APPROVAL
Commissioner Oslund moved to approve the Agenda with additions, second by Commissioner Peterson, all in favor, motion carried (5-0).
MEETING MINUTES FOR BOARD MEETING November 9, 2020
Commissioner Hallan moved to approve the Meeting Minutes November 9, 2020 second by Commissioner Peterson, Commissioner McNally commented that he in not in agreement of what was said for the amendment on the deer carcass motion, and he strongly opposes accepting deer carcasses and Kanabec Board also made a motion to not accept deer carcasses. All in favor or Minutes, McNally against, motion carried (4-1).
CLAIMS
Commissioner Hallan moved to approve the Claims List, Paid Claims List, and the Additional Claims List, second by Commissioner Oslund. All in favor of paying the Claims List 50 items, ($156,776.07), the Paid Claims List 8 items, ($21,253.41), and the Additional Claims 10 items ($47,458.23), VISA 34 items ($4,865.02) and Payroll Account 11 items ($106,294.73), motion carried (5-0).
PUBLIC COMMENT
There were no public comments.
OCTOBER 2020 FINANCIAL STATEMENT
Director Troupe reported for the month ended October 31, 2020 ECSWC realized a net income on an accrual basis of $263,265. On a cash flow basis for the month of October there is a decrease in cash of $26,907. There was a deposit made to our Financial Assurance in the budgeted amount of $146,808.
Director Troupe reported that reserve accounts for landfill expansion, hauler rebate, operating contingency, and host facility fund total $3,725,932.
Commissioner Hallan moved to approve the October 2020 Financial Statement, second by Commissioner Oslund, all in favor, motion carried (5-0).
MATTRESS RECYCLING COST
Director Troupe explained that Goodwill has increased the cost of recycling a mattress to $15 starting December 1. Director Troupe requested that the price for a recycled mattress be increased to $16 and $20 for a non-recyclable mattress. The non-recycled mattress could be less as long as it is more than the recycled cost to encourage recycling.
Commission McNally moved to increase price of recycled mattress to $16 and non-recycled to $20, second by Commissioner Oslund, all in favor, motion carried (5-0).
PUBLIC COMMENT
Commissioner McNally asked about how many deer carcasses came in and were they covered every day. Director Troupe responded that there was one roll-off brought in, a couple of privates brought in carcasses, and staff was directed to cover them daily. Commissioner Hallan commented that with Chronic Wasting Disease, the carcasses should not leave the county they are killed in. He also suggested that when we have meetings about Deer Carcasses, we need to include the Deer Hunter’s Association. Commissioner McNally commented that we should start the talks early with MPCA’s involvement.
JANUARY 2021 MEETING DATE
Chairman Greene stated the January Meeting is scheduled for Monday, January 11, 2021 at 9:00 a.m. Director Troupe stated that the next meeting will be at Kanabec County.

Chairman Greene asked for a motion to adjourn at 9:25 AM, Commissioner Peterson moved to adjourn the meeting, second by Commissioner Oslund, all in favor, motion carried (5-0).
