UNAPPROVED MINUTES
May 8, 2017
The regular meeting of the East Central Solid Waste Commission was held on May 8, 2017 at the Commission Office, Mora, MN. Chairman Greene called the meeting to order at 9:00 a.m.
Members present at the meeting included: Chisago County Commissioner Richard Greene, Kanabec County Commissioner Dennis McNally, Pine County Commissioner Steve Hallan, Isanti County Commissioner Dave Oslund and Mille Lacs County Commissioner Phil Peterson.
Advisory member present – Executive Director Janelle Troupe.
Others also present at the meeting included: Bruce Rehwaldt of Foth Companies, Gene Kramer of Arthur Township, Lisa Thibodeau of Chisago County and Barbara Wilder, Recording Secretary.

All present said the Pledge of Allegiance.
AGENDA APPROVAL
Commissioner Oslund moved to approve the Agenda, second by Commissioner McNally, all in favor, motion carried (5-0).
MEETING MINUTES FOR BOARD MEETING APRIL 10, 2017
Commissioner McNally moved to approve the Meeting Minutes April 10, 2017, second by Commissioner Peterson, all in favor, motion carried (5-0).
CLAIMS
Director Troupe reported that there was a CPI change in the amount of .29 cents, which was reimbursed to the contract haulers along with their quarterly rebate.
Director Troupe added: Wilkens $17,528.10 for repairs to a trailer floor, Belford Electric $5,275.00 for down payment on replacing lights and a cashiers check in the amount of $72,000.00 for a 2004 offroad truck.
Commissioner Peterson moved to approve the Claims List, Paid Claims List, the Additional Claims List, the Hauler Rebate and the added bills for Wilkens, Belford Electric and the cashiers check, second by Commissioner Hallan, all in favor of paying the Claims List ($144,061.20), Paid Claims List ($111,646.05), the Additional Claims List ($1,603.73), Hauler Rebate ($195,252.83), Wilkens ($17,528.10), Belford Electric ($5,275.00) and the cashiers check ($72,000.00), all in favor, motion carried (5-0).
MSW PRICING PRIVATE HAULER
Commissioner Hallan presented a chart showing prices eliminating the scale fee for non-contract haulers.
Director Troupe reported that if the prices are lowered Hinckley would need to have a convenience center built and Cambridge would need to be expanded.
Director Troupe also reported that Waste Management has empty roll-off boxes sitting Hinckley. She will request that they remove them or start charging them rent.
Commissioner Hallan moved to have Bruce Rehwaldt look into prices for putting in a convenience center in Hinckley and improvements to Cambridge and for Director Troupe to contact Waste Management, second by Commissioner Peterson, all in favor, motion carried (5-0).
EMPLOYEE FAMILY HEALTH INSURANCE
Director Troupe reported that at the last meeting of the ECSWC, it was decided that family health insurance employer contribution information be requested from each participating County.
The maximum contribution from the following counties are as follows: Chisago $1,156.31, Isanti $1,997.91, Kanabec $1,223.00, Mille Lacs $890.75, Pine $1,328.15.
Removing Isanti and Mille Lacs, the average would be $1,235.82. This would be the maximum paid towards any employee’s health insurance benefits if they were to carry family coverage.
Commissioner Hallan moved to pay $1,235.82 towards family health insurance, second by Commissioner Peterson, all in favor, motion carried (5-0).
PUBLIC COMMENT
Lisa Thibodeau reported that students from Rush City High School will be touring the Cambridge Transfer Station and Mora Landfill next Tuesday morning.
MARCH FINANCIAL STATEMENT
Director Troupe reported for the month ended March 31, 2017 ECSWC realized a net income on an accrual basis of $23,897.37. On a cash flow basis for March there is an increase in cash of $182,667.02. Un-obligated cash less upcoming cash outlays at the end of the month was $3,834,546.54.
Reserve accounts for landfill expansion, hauler rebate, operating contingency, and host facility fund total $2,333,921.12.
The funds are invested as follows:
The money market checking account at First Citizens National Bank earns .35%, the CDs earn .73% and 1.1%. Tonnage has increased 1,741 tons over 2016 or 6%.
Commissioner Peterson moved to approve the March 2017 Financial Statement, second by Commissioner McNally, all in favor, motion carried (5-0).
CPI CHANGES TO MSW PRICES
Director Troupe reported that the hauler contracts state that every year the CPI would be reviewed and changes to the MSW prices would be made. The Consumer Price Index shows an increase of .8 for 2016 and a decrease of .5 for 2015.
On July 1, 2016 there should have been a decrease of .5 with the increase of .8 effective July 1, 2017. The refund for the .29-cent decrease is included along with the Hauler Rebate checks.
Commissioner Hallan moved to approve the CPI changes: current adjusted rate is $57.28 and the new rate on July 1, 2017 will be $57.74, second by Commissioner Oslund, all in favor, motion carried (5-0).
EXECUTIVE DIRECTOR REPORT
Paintcare
Director Troupe reported that ECSWC will participate in Paintcare again starting May 1, 2017 – May 20, 2017. HHW that is brought in during that time can go with Kanabec’s HHW Collection on May 20.
Minnesota GreenCorps Site
Director Troupe reported that she completed the application but was informed that we cannot help private entities.
Mattress Recycling
Goodwill is increasing their rate from $7 to $9.50 to recycle mattresses.
PUBLIC COMMENT
Bruce Rehwaldt reported that construction is starting to day on the new pond and closure.
Lisa Thibodeau reported that the Cambridge Transfer Station could use some type of recycling center.
JUNE MEETING DATE
The June Meeting is scheduled for Monday, June 12, 2017 at 9:00 a.m. at the Commission offices.
